The memorial building on the site of the North Tower has 3 distinct levels corresponding to the site:

+ The memorial plaza on level with Fulton street circumscribes an auster but public urban square across from what will be the site for the proposed Freedom Tower.
+ A reflective pool and a broad stair case connect to the memorial below, which has a central water feature with a cascading fall connecting the upper and lower pool.
The memorial opens up to the park and to the sky, offering
quiet space and recognition
for the dead.
+ Accessible throught and as part of the museum, a long stair leads down to bedrock and to the slurry wall - the only authentic and visible remains of the towers.
