The proposed site layout slopes in north-south direction from street level at Liberty street to thirty feet below street level at Fulton street, with the foot prints of the two towers inscribed into this newly created park as two volumns: a positive volumn (North Tower foot print) and negative volumn (South Tower foot print).

The memorial site will be flanked by a new cultural complex along Greenwich street of which the sunken court yard of the South Tower foot print will part of and function as entrance to a new museum complex located underneath the park.

The main memorial complex will be located in a black granit building outlining the foot print of the North Tower.
